The Pennsylvania Commission on Crime and Delinquency was established in 1978 with the mission to improve the criminal justice system in Pennsylvania. Commission members bring a broad array of backgrounds and expertise and include judges, members of the legislature and the Governor’s administration, representatives of law enforcement and victim service organizations, as well as private citizens.

Working closely with the Governor's office, the Commission helps coordinate the work of state and local criminal justice agencies to increase communication, effectiveness and efficiency. PCCD provides training to deputy sheriffs and constables and technical assistance to communities and organizations to promote crime and delinquency prevention efforts. PCCD allocates federal and state funds to victims, victim service providers, criminal and juvenile justice and ancillary agencies, and helps communities to improve the administration of justice in a variety of ways.

PCCD ALERT REGARDING FEDERAL SEQUESTRATION

  • PCCD has received a number of inquiries regarding the impact of sequestration upon federal funds administered by the agency.

  • Unfortunately, at this time we do not have detailed information as to the impact of sequestration on specific funding streams. We are being advised that federal agencies, such as the Office of Justice Programs, will have flexibility in how they apply the mandatory funding cuts, meaning grant programs could bear the cuts for the Justice Department's operational agencies.

  • Awards that PCCD has made to agencies utilizing federal funds will not be affected by sequestration. Sequestration will apply to 2013 federal awards (and possibly future awards) and PCCD has not made any awards utilizing these funds.

  • VOCA grants, awarded by PCCD, that would begin July 1, 2013 would be affected by sequestration if OJP decides to apply these mandatory funding cuts to that funding stream. If this does happen, PCCD will work with grantees to make budget adjustments as needed. We are asking those completing applications for these VOCA funds to continue to use the allocations included in the solicitation.
